| Can somebody clarify who our Quota players will be next year, as far as I know the limit will be 5. As it stand we seem to have the following 6:-
Millard
Jeffries
Obst
Morrison
Parker
Smith.
Unless the status of 1 of them has changed who is on the way out.
I`m assuming that we aren`t keeping Charlie, although I don`t know how American-Somoans are treated with regard to Quota

Doesn't matter anymore, clubs are allowed 5 quota players, but are only allowed 5 overseas players in total. You could have 3 quota and 2 non fed, or just 5 quota players.

Don't see how else we can be doing it.

Might take him off quota, but, he will still be counted as non-federation trained. Unless by becoming a British citizen means he is in the same category as Henderson and Korkidas.

I can't get my head round this overseas rule, if the rule is 5 oversaes players in total even if a player puts in for a uk passport surley he is still an overseas player. Not having a go at wakey here so please dont think i am as most clubs seem to have way more overseas players than the supposed 5 signed up for next season, as i said it just makes no sense to me and it is one rule i would love to be cleared up.

| Very confusing, I seem to remember that players who were playing in this country prior to 2007, when the regulations were introduced, can be classified as Federation Trained, if this is correct BJ & Sam may have this dispensation, clear as mud really.
According to an old League Express HKR had 8 Non-Fed, & Catalans had 10, lost count on Wrexham Anzacs, 13/14 I think. Looks like only time will tell.

Spoke to BJ a few weeks ago and he qualifies for residency mid way through next year so I guess he wouldn't come off quota before that no matter what.
I think the non-quota/Kolpak exemptions only applied to Kolpak/Europeans anyway so Aussies still count no matter what (but don't quote me as it is as clear as mud!!)

| IF the internet is correct then;
The rules of 2011 are;
- At least 8 home grown players.
- No more than 5 quota players.
- No more than 5 overseas trained players inc quota players.
- Rest of squad to be from players trained within same federation
However there are some exceptions;
- When a player has played for a rugby team for six years, he is eligible to gain British citizenship and does not count under the quota.
- If the player has a passport for any EU nation or a Kolpak nation.
- If the player is from a Kolpak nation such as Samoa or Tonga.

| A player being here 6 years - would this include Obst (2004) and Jeffries (2002)?
Player has a passport for any EU nation or Kolpack nation - would this include Millard (Fijian)?
From a Kolpack Nation - would this include Leaeno (Samoan) and JJP (PNG)?

| Kolpak players still count on the quota although I think Obst may be off quota by now. The RFL really needs to publish a list of overseas players for each club, their current status and then when dispensation can be applied for/granted.

I agree. I twould at least then stop everyone accusing all the other clubs of breaking the rules or having special privileges etc.
Not that I don't think some teams try very hard to break the spirit of the rules (including Wakey).
A clear explanation and a list of players statuses should be provided by the RFL.

| If a player comes off the quota after being at a club for 6 years then this would mean that Obst is no longer counted as a quota player. BJ has spent 6 years with us but went to Bradford for 2 years in the middle of that spell so does that mean he is off the quota?

| The whole thing is a joke. Rugby League must be the only sport in the world that make it up as they go along. Franchise, quota, club call, the whole setup makes a mockery of what is at its core a superb game.

I believe it is dependent upon them applying for (and gaining) citizenship.
Not sure on Sam's situation regarding this but BJ personally told me that he can get citizenship mid way through next year. (would have been sooner but there was some confusion I believe with the types of visa necessary when he first came over)

Quote QuotaQuota and Federation-Trained Rules
The "Quota" rules have been around for some years now and are based upon a player's Passport only. EU and Kolpak Passport holders (eg: Samoa, Tonga...) are exempt from the Quota rules. The maximum number of Quota players at clubs is 5 and remains 5 for the known future.
The Quota system alone was deemed insufficient in practice to genuinely reduce the number of ex-NRL players who by 2007 made up 45%+ of Super League players (hence restricting progress of home grown juniors) because of the wide availability of Kolpak/European Passports in the NRL.
With a similar problem of high proportions overseas players in certain European Leagues, the European Football authority UEFA devised and had ratified as legal in the EU, a constraint system based not upon Nationality (which would be discrimination) but upon a method of Federation-Trained categorisation of players. UEFA has not had the Football Clubs National Associations support to go for player number restrictions and hence this method has not been tried in practice or challenged via the Courts.
Since the Super League Clubs voted with a very large majority in 2006/7 for further restrictions for the good of the home grown game, the RFL developed the Super League Federation-Trained scheme which was announced in 2007 to apply from 2008. This set of Regulations applies to the Top-25 players at the Club unlike Quota which applies across the whole playing staff.
This Federation Trained scheme involves a parallel system of categorization of players working in addition to and alongside the existing Quota system. It also includes positive discrimination by specifying increasing requirement numbers in each Clubs 25 man squad for Federation-Trained players. As a direct consequence of this required increase in Federation players, there is a corresponding reduction in Non-Federation Trained players as follows:
2008 10
2009 8
2010 6
2011 5
The two systems work well together to achieve the Super League Clubs objectives.
Unfortunately, a number of Clubs in the last few months of 2008 used the ‘we do not have enough overseas slots available’ reason for not renewing certain players’ Contracts and at least one legal case was threatened based upon constraint of a player’s ability to earn a living.
To avoid the delays of an expensive potential legal challenge and to be scrupulously fair to players, it was decided recently by the ESL/RFL -with the unanimous votes of the 12 Super League clubs - to extend Federation Trained status to any players who had committed their future to Super League before the new Regulations were implemented. Since 50% of such current players are 30+ and unlikely to play many further years in Super League, the majority of these exemptions will work their way out quickly.
These recent amendments mean a slight slowdown (perhaps two years) in the full effect of the new Regulations but, against the backdrop of a current shortage of experienced Super League players with the advent of two additional teams, some people think that might not be a bad thing for maintaining playing standards.
The requirement for Club-Trained numbers in the 25 player squad (within the category of Federation-Trained) to rise as follows:
2008 5
2009 6
2010 7
2011 8'"
This might prove useful to grab an understanding of the Quota regulations. I got this from the Wigan site posted by Ian Lenagan in 2009. I've taken the bits out relating to Wigan, but the rest of the post is relevant.

| So if a player was already committed to super league before 2008 does this mean that Obst and Jeffries don't count on the quota? Or does this rule only apply to EU/Kolpack players such as Hendo?

That means that we definatly need to let one of our current quota players go and let 2 go if we want to keep Charlie.

My money on the 2 not to be with us next season are Charlie and Obst but i hope it isn't because i would rather we kept Obst and got rid of Jeffries.

| In the Wakefield Express it states that players will be leaving in the pre season! So i'd say it's a toss up between either Obst or Jeffries. I'd assume Charlie won't be offered a deal and that therefore means if we're to get a SH it's going to be english!
