Engineering work has to be done at times when the disruption will be the least. Some works need to be done during BH weekends as obviously the extra day means much more can be done - and as much as it's not good for a few thousand wanting to travel to Wembley, it is much, much less disruption than affecting hundreds of thousands of commuters on a normal work day.
Just been on booking.com, loads of cheapish hotels available in and around Wembley. I have a load of £15 vouchers as well if anyone wants one. I found rooms in the Hilton right next to the ground available for £99 excluding breakfast.
I've managed to get a room on Friday night for £59 with free parking.
