There is no way to judge which way the franchise will go espesially with teams like us quins and wakfield but as we know the rfl want a team in capital so i feel as though they will get the rfl backing even though it really as not worked down there. Look what happen with crusaders they moved from south wales to north because of gates and finance. the fravhise is putting extra pressure on clubs to follow rules but dont seem to care weather these clubs have money. ik feel for are game with the franchise system and for clubs financial stability of the game as an hole.
