If I remember rightly, the letter of the law said that Hull had committed a breach of RFL regulations. The problem however was that the RFL had not set a penalty tariff for anybody who did breach the regulations, meaning that they couldn't expel Hull from the tournament. IIRC, Hull received a suspended fine.
