Companies have being asked to submit tenders. This must be a good sign?

Indeed. ERDF/Yorkshire Forward are conducting an independent Quantity Survey before approving the full business plan. Best crack on though, with the transfer of this sort of funding activity to the Department of Communities and Local Government on 1 July. Tick tock.
