Sorry you appear to have drifted again into the "total" fan number.
I was under the impression you can have more fans than the ones who actually go to a specific game.(a bit like the Hull fans who go to the KC derby but not the next home game)

That is the whole point here

The HKR chairman has publically spoken of their debts and the need to get to 10,000 fans to break even , and if this latest press release is to be proven true then it is quite simply a statement of intent , to get an ave of 14,000 fans they need a stadium with a capacity of at least 14,000 , it shows ambition and we would hope a plan to achieve that ambition

They might not reach that target , but in setting the target they are challenging themselves and their supporters

In 5 years time the target if not reached will probably be re targeted , which is fine , well done to them

Correct , if Rovers were to make a final there would suddenly be 20,000 wearing the shirt , these are the people the club is targetting in suggesting they want 14,000 at each game , that along with good quality accomodation for away fans will result in the target being reached

The concept of Avarage is that you add up the total amount of fans which attend over the course of the seasons HOME games.Divide this number by the number of HOME games and BINGO you have your avarage.Any shortfall in any one game below 14000 has to be made up by an increased attendance in the others.But at the end of the day a 14000 Avarage means that in theory the attendance at each game was 14000.
I can just imagine you now complaining that your socks and Y fronts haven't been ironed and you only have 500 cornflakes in your Brekkie bowl when you like 565.
