Grant accounting is quite complicated and depends on whether the expenditure is capital or revenue. If you are suggesting Rovers have paid up front for fixed assets which they will get the money back for, the accounting entries would be:
Asset value added to fixed assets, liabilities increased as borrowings go up to finance it until the grant is received. Then the year end balance sheet adjustment for the grant income due would be to debtors (income receivable) with the credit going either to deferred income (liabilities) or fixed assets to adjust the carrying value. So, in summary, no impact on net liabilities.

Couple of options are possible here:
1. NHS Manager lied to you
2. terms of funding have altered since the end of Nov

With Mr Prescott adding all the pressure he possibly can maybe he managed to secure the funding upfront from the NHS against their usual practices rather than post work as usual? Would Rovers have struggled to get the funding to do the work and claim the money back?

Power, probably none, influence, knowing who to ask, where to go for funding etc, a great deal I would imagine. You may not like him, but you dont last in politics at the level he did without having a whole lot going for you.
