Cunningham made a further 17 games for London where he was sent to gain 1st team SL experience. Shaul is "in the locker" because of Radford. Abdull is "in the locker" because of Radford. I'm not suggesting Radford is some sort of youth saviour, but simply that if Pryce doesn't perform, in my opinion, Abdull will get a shot. Which has to be a good thing, right?
In terms of only playing youngsters as a last resort in 2014 due to injuries, remember this mid season 2010?

Houghton is younger than Hall and was younger in 2010 than Bowden was in 2014. He was playing semi-regular by 2010, I think? That'd draw the numbers closer together.
The test for your not unreasonable hypothesis will come this season. Playing Shaul, Abdull and Logan ahead of, say, McDonnell, Miller and Arundel makes Gentle's signing policy look bad. Playing Logan ahead of, for example, Sa or Abdull (possibly more of a 13, looking ahead?) ahead of Pryce, might be considered to reflect badly on Radford's own decision-making.
For the first-team, I'd always want the best player chosen, irrespective of age or provenance. Are you saying you would like to see those factors influence selection? Or implying that Agar deliberately didn't play superior players because of their being young/homegrown?
If it is more that Agar was excessively risk averse and Radford is happier to roll the dice (and i know how nervous risk makes you, albeit in a different context ), then in Agar's defence he'd already been getting brickbats for a season and a half by 2010, whereas Radford started 2014 with a full measure of political capital and, in the main, somebody else's squad.
Certainly, Hull seem to be in a better position in this regard, comparing now and then - and really, if that is the case, who cares whether it is chicken or egg?

| Need to take into account the ability of the current crop poking there noses through. These kids have been the best in the country at their age group for years. Yes, Pearson's investment has helped to nurture them as opposed to the hindrance under Hetherington's woeful investment, but the Abdull's, HTW, Turgut, BTW, Logan & Lancasters are good enough to be making it at any academy, we are extremely blessed.
