Maybe because they know that Yorkcourt have no intention of building/funding a stadium and equally the Council have no intention of making them comply with the planning consent (i.e. Newcold) so they already know the consequences of borrowing the money. If they had any intention of seeing a stadium built and felt that Yorkcourt would fulfill the promise they made at the PI then Michael's offer is a good one.
