Long since lost track of how rules for SL quota & non fed work but he is not a quota player at Championship Level. Papua New Guinea is covered by the [url=http://en.wikipedia.org/wiki/Cotonou_AgreementCotonou Agreement[/url so subject to visa/permit Papuans are not classed as overseas players. Of course this being RL there is no guarantee that the same rules apply to all clubs/competitions.

If there is any link with with your development proceeding and WMDC, ie they are putting money in, I understand that a decision will be made late summer on spending cuts. From what I can gather the budget cuts will be in several millions (rumour is £20m+) so you could probably draw your own conclusions if Trinity and Cas are likely to get any Council funding!
