Captain’s Challenge will be introduced to northern hemisphere Rugby League on a regular basis in 2025, starting from Round One of the Betfred Super League in February.
That was one of four laws changes accepted by the Rugby Football League Board at their meeting on Tuesday, following their recommendation by the RFL’s Laws Committee.
The new law will allow the captains in all televised fixtures in 2025 – also including the Betfred Challenge Cup, and the Women’s Super League and Challenge Cup – to refer a range of on-field decisions to the video referee.
But captains will have to use their challenge wisely, as each team will only be allowed one unsuccessful challenge in each fixture.

The RFL Board have also approved a significant amendment to the recommendations relating to head contact that were introduced last winter, meaning that the regulations around head contact from Tiers 1-3 – Men’s and Women’s Super League, Championship and League One – will remain as they were in 2024.
This follows a significant reduction in concussive and sub-concussive events in the Betfred Super League in 2024, measured by the widespread use of instrumented mouthguards.
Wednesday’s meeting of the Rugby League Council passed the resolutions required to confirm the following decisions:
Goole Vikings, who had already been confirmed to enter Betfred League One in 2025, will do so as members of the RFL;
Adam Hills MBE will succeed Sir Lindsay Hoyle MP as President of the RFL on a two-year term running until December 2026;
He will be supported by two Vice Presidents – the former England Women international Danika Priim, and the Swinton Lions Chief Executive Steve Wild.
A special resolution proposed by Batley Bulldogs to amend the Club Grading Model relating to promotion and relegation between the Betfred Championship and Super League was defeated by 63% to 37%.
However a number of other amendments to the grading criteria which had been proposed by IMG, the sport’s long-term strategic partners, following consulation with clubs have been approved by the RFL Board.
These apply to the digital, viewing, stadium and community pillars, as well as to the minimum standards supporting the grading criteria – and are published in full on the RFL website – Club Grading Criteria 2025.pdf

Tony Sutton, the RFL Chief Executive, confirmed to Council that Sam Horner, the Leeds Rhinos Community Clubs Development Officer, has been added to the RFL’s Roll of Honour – which was introduced two decades ago “to recognise individuals who have made extraordinary contributions to the sport across both playing and off-field service”.
Accepting his nomination as RFL President, Adam Hills MBE said: “I am both chuffed and stoked to be confirmed as the incoming President of the RFL. I plan to use my Presidency (and the gold chains) to increase the profile of the great sport of Rugby League, and to shine a spotlight on the Wheelchair, Physical Disability and Learning Disability variants of the game.
“Rugby League is not just a sport, it’s a family, and I’ve already been bombarded with invitations to visit clubs from Workington to Cornwall and everywhere in between.
“I look forward to meeting as many members of the Rugby League community as I can, and to swapping stories about the sport we love.
“I’m also looking forward to working with my two Vice Presidents, Danika Priim and Stephen Wild – who may have to share the chains when England play Australia.”
Simon Johnson, the RFL Chair, paid tribute to Sir Lindsay Hoyle MP, the outgoing President: “I want to thank Sir Lindsay for everything he has done for the sport as our President. It has been a real honour and privilege for our sport to have someone of the status of the Speaker of the House of Commons working on our behalf and attending so many of our events, with such an authentic enthusiasm and passion for Rugby League.”

| Just reading the new law changes and the drop outs, am I missing something but what advantage is there of a play the ball as opposed to a penalty kick on the 10m line, assuming it is not a kick at goal i.e. two point conversion.

| I'm not a fan of captains challenge personally.
The change around offside players at the kick is a good one. I'd also like a rule whereby players in front of the kicker only need to be 10m away from where the ball bounces - after that play on.

Didn't we have captains challenge in the last World Cup? As a fan in the stadium, I didn't like it as I didn't know what was going on and it just delayed the game from that POV. I really hope they have some plans in place to let the fans in the stadiums know what is happening, rather than you just dealing with replays on a screen, with no context being given.

So in that case Bevan French's try against Penrith would have stood. What if the ball doesn't bounce?

| My biggest problem with that set of rule changes, is one line in the "Contested Dropouts" rule:
Quote NOTE - kicks must be capable of being contested in the opinion of the referee'"
Any rule that includes "in the opinion of" is not a rule, but more of a guideline that will be interpreted differently by different referees, and possibly even by the same ref at different times in the same game.

It won't come up more than once in a season never mind a game. Basically it's closing a loophole that would have been created. Without this, someone could just kick it an inch with seconds left to allow a half/game to end rather than risk the opposition fielding the drop out. You could substitute the words 'in the opinion of the ref' before every rule tbf, they're all down to his/her judgement.

That's what I thought as well. Although some are more literal than other, probably half of referee decisions are down to their judgement of the laws.

| Who the hell wrote that green card rule? It's an absolute state. Basically anybody staying down forcing the ref to stop play will be subject to either a HIA, interchange or green card.... Except if they stay down as a result of foul play. In that case they won't need to do any of the above (unless a physio deems they need a HIA ofc)
Now, I was never of the opinion that they should introduce a green card for players staying down... IMO you can't really encourage players that might be injured to get back up as that takes us backwards (I think it would be better to just allow the VR to review the incident whilst play continues and advise the ref in terms of sanctions so he can apply it the next time the game stops) but I have no idea what this rule is supposed to achieve. Surely just going to make the issue worse.

It's hard because we'd got to a point where they were staying down to stop play when the opposition had a roll on, but the green card does potentially encourage players to get up when they're genuinely injured which isn't great either. I don't like the common rule but not sure what a good rule would be to replace it with.

Yeah I get that, the problem with this current ruling is it actually encourages players to stay down if they've been hit high, because it will get reviewed and if they're right then they won't have to take a green card or a sub.
It definitely is a tough one to solve, there are pros and cons to all of the suggestions but obviously welfare does have to come above all. Thats why I think the best bet is to let the VR review the incident as play goes on, and then can advise the ref who can dish out any sanctions at the next stoppage in play. Of course this isn't ideal as you can be missing out on a pen but at least it stops the thought of "oh I'll stay down here and he might get a yellow/red" as if warranted then it'll happen regardless.

Whilst I agree in principal in what you say it would be really difficult to police effectively as some reviews may take longer than others and there could have been several PTB's before the VR has had a proper look and a try may have been scored in the mean time, so where do you bring it back to, what if the non offending team intercepts a pass and goes the length of the field and scores, do you deny them a try to bring it back 70m for a penalty, the restart would potentially be a nightmare for refs to decide upon.
Like you say player welfare has to trump everything else, especially with the law suit cases going on at the moment, but there is no one fit for it.

That would be like stepping back to the days of the VR reviewing the full set of 6, leading up to a try.
Beyond frustrating whenever a try was ruled out for some minor infringement that the ref had missed 3 plays before, and halfway back up the pitch.

So, to be clear, that's all we're talking about here? Closing this infinitesimally small loophole (has it ever been used?), rather the NRL's current rules on short drop-outs?

... But if they're wrong they get green carded.
They did get to a point where the video ref wouldn't come in if it was less than a sin bin in those scenarios. I don't know when/why it swapped back again to be honest. Wigan were bad for it, any sniff of missed foul play then they would send Partington, Isa etc steaming in pushing and shoving to stop the game and get the tackle reviewed.
