Agree he shouldn't be up before the disciplinary comm.
Although I'm pretty sure I've seen players cited this year for a shoulder chanrge.
Not certain really, anyone else noticed players being cited for the offence?

If it was a head shot then they could be up in the same way as they could be for a serious high tackle. But a shoulder charge to the body is just a penalty at the point of occurrence and nothing more.
