You're either eligible or you're not. As long as he is eligible under the rules he's eligible. At least he actually lives in the UK, plays in Super League and pays taxes to the British Government, which is more than Reed, Widdop and Heighington!
If he was born and bred in England and didn't have a Kiwi sounding name there would have never been any debate about him being picked after he won Man of Steel. He can do things that other English or should I say "England eligible" players can't, even if he isn't a perfect player. If it was GB then Chase shouldn't play it should be Briers, but Briers to give him credit chose Wales and stuck with them rather than change his mind despite the fact the England players in his position aren't fit to lace his boots.
With Chase it's not his ability people dislike, its the fact he obviously wanted to play for NZ and played for the Maori side against England before realising it wasn't going to happen for him.
