What happened to those New York-esque plans where Central Station is?

I don't get where this is going to be? It says waterfront, so does that mean starting where Smiths is and working down the water that way?

I always thought the Waterfront was the area down Howley Lane way that was earmarked for development?

Don't forget the council were going to do something with Wilderspool aswell, yep, nothing happened.

If it does'nt involve roadworks, roundabouts and traffic lights, nothing will change.

I think this is instead of the Winwick Street/Time Square thing, obviously both have been put to bed a bit by the recession. Personally I'm not holding my breath...
