If I remember correctly didn't Sky offer the opportunity during a world cup to just have the crowd sound. I seem to remember watching a game like that and it was far better.
FWIW I think commentators add nothing to a game on TV but there are some brilliant ones on radio.
As for replays, on Sky they are beyond a joke. At least the aussies put them in a lttle box if they are deemed necessary, otherwise they just follow the game with very little. if any, "controversy" in the commentry during the actual game.

High tackle , immediate send off and then perhaps tackling technques may improve.
If a player gets banned, then the coach is as well plus loss of wages. That would improve coaching skills and focus the mind.

If the video ref has to used then after each play it has to be analysed to ensure nothing untoward has gone on ( beer takings may improve
) and at least 3 hours allowed for a game.
