I see Longy has retired according to Clarkey. I know Hull is seen as a backwater, but that's a bit much

I've heard that before but never seen the relevant section of the Laws.
Any proof that is the case? I can't see why it's not a penalty just because he might be about to score. Surely a 2-man ball steal is a 2-man ball steal, regardless.

It's not a rule. They used to consider awarding a penalty try until about 3-4 years ago. Nowadays, it is just a penalty kick.
