Once Krasniqi returned to Toronto from his dual reg wouldn’t he have been de-registered with the club and therefore his number was de-registered (plus he was never ‘our’ player). Where as Evans is our player, just out on loan.

They still wore the same number. Generally with squad numbers, once a number has been worn in a game, it's not worn by someone else for the season. Nowhere near as bad as some clubs do with the numbers, but just pointing out that the Bulls have done it too. />
As I say, either do it properly or don't do it. I personally am a fan of squad numbers as I think it helps the more casual fans (and new fans) know who's who on a regular basis more easily.
