Probably true but Siejka could be anything. Good pedigree, young, injury issues, little if any pre-season in an already difficult situation at Wakey makes it impossible to judge.
What if he's simply poor?

Well, it has to be considered I suppose, though I can't really imagine that he has poor skill levels, given his early career. If there are other 'issues', other than his long list of injuries I don't know but I'm assuming/hoping the long, injury blighted, part of his life is now over and he can now kick on and get back on track. We've a mixed record in this situation obviously, but when they've succeeded they've done so big style on occasion, though I accept that Harry being another 'Big Les' is asking for a lot.

That rather assumes that we could both afford his expected wages and fit that figure under the cap. To be honest we can't say either of those for certain.
Why does it free the way for Sammut? He played fullback a number of times for wakefield last season, they haven't really replaced Mathers after he left....seems like a logical process to me.
