To maintain service we have had no option but to make an early switch to the new site which was in development/testing. It would only be suitable for someone who is buying a brand new car after March 1st as that is when the '13' reg comes out.
Might still be worth asking him in case he is planning on getting a new car.

What i meant was you couldn't purchase the registration 'OK13 ULS' and put it onto a car that was registered in 2009(for example), it has to be put onto a car that is registered after 1st March 2013.
