Presumably you can order them on the 8th but they won't be available straight away. So basically you are just ordering them in advance of the result date.

No, both of those are orders. Pre-order is just a word invented by marketing types to get you to commit to buying something before it's available. They might call it a pre-order but really it's just an order that sounds more exciting.
