given the ruling included punishment for "illegal player payments", if these players are still in the game and took the money.. will they be punished?

Why did the RFL not know sooner when it was clear fodgy fealings was going on especially when Andrew Henderson left last year and why has it took so long to make this decision?
Why is Johnson banned yet the crooks involved at Crusaders who owe players, officials and local firms thousands going back to before Crusaders even got into sl are not banned?
Will the RFL be helping the Barrow club to restructure and if need be loan then (as well as Leigh) 700,000 pounds like they did Crusaders?
