Yes , when you think about it , having only one club in a position to apply is a clear indication that the RFL hopes of the Championship becoming the ' Vibrant , worth winning in it's own right ' competition they want has failed up to now , attendances are generally down or stagnant at best , and that is with the 2012 guaranteed promotion spot , take that away and let's see what happens
Personally the criteria should be higher , I'd go with an attendance ave of 4,000 ( but then again I'd be pulling out all the stops to get as many clubs as possible up to that level , no matter what it takes ) and trying to build sustainable ' external ' income streams for all the Championship clubs to get them all to much higher levels , and only then worry about junior development
