Thought when it went up for sale that is was an opportunity not to turn down. ME also liked my cafe idea too.

It would appear that a trench has to be dug around the full ground perimeter to accommodate the LED advertising. The fixings have to be "built in" as opposed to surface mounted as part of the IMG reqiurements. Possibly necessitating removal of part of the concrete terracing.

That would make sense.
You'd have thought if there was any major improvements being made, that it would have been announced that works were commencing
