He isn't looking at the ball carrier, he's just thrown his shoulder at the leg recklessly, no attempt to wrap the arms or make contact with the arms. If he keeps tackling like that, not only will he get banned a lot, he'll also break someone's leg or end someone's career. If he ever gets a standing leg, the player has absolutely no chance.
