Scrum Penalties - Teams awarded penalties at a scrum can npw take the option of resstting the scrum
Restarting the tackle count - If an infringement at the ruck is within the attacking teams 40 metres a penalty will now be given rather than a tackle restart. tackle restarts will still be given elsehwere on the pitch
18th man - 18th man can now be used following 2 failed HIA's or has an injury leavingthem ineligible to re-enter the field, rather than 3 failed HIA's
Reckless Endangerment - This is quite a detailed one but is a rule against unnecessary attacks to lower limbs which have been causing a number on injuries in recent years

Yes, the six again rule definitely needed changing as giving away a set restart often helped the defending team to get their line set.
I've also read that they're aiming to tidy up the play-the-balls with a player having to show intent to get his foot on the ball when he plays it. The defending team will only be able to move forward once the foot touches the ball. That should prove interesting.
Additionally, the second marker at the ruck must be immediately behind the first marker. They can no longer linger a couple of metres back from the first marker.
