In answer no the rope walk isn’t open, and will not be again apparently.
As for parking if you don’t mind a bit of a walk I’d avoid the immediate area to Leeds road as there are currently roadworks- try alder street, and the surrounding area or if you must come onto Leeds road fieldhouse road or canal street has some parking if you are early enough.
