I always find it odd that ‘economic migrant’ carries a negative connotation, in some quarters, beyond just drawing a distinction with refugees, but an economically-driven immigration policy is considered just healthy national self-interest.

And by the same token economic migrants are following a healthy personal interest and should be admired?

Unless we’re falling back to stuff about just coming for the benefits payouts. All the evidence points to immigrants making a net fiscal contribution. You can slice it more finely to say your concern is only with those who intentionally do the opposite but then I think you need a narrower term.
