You know what? I can't be bothered to check the small print in RL Regulations but you cannot deny that the RFL ruled on the offence. They were guilty as charged. If they couldn't find 17 players they should have conceded the game. Not attempting to play the game (in this country) is no different from us not going to a foreign country to play. The offence is the same, the mitigation may be different. Sorry you can't seem to grasp that but never mind. The RFL have handled the whole pandemic appallingly badly compared to Football, Cricket & Union.
