My guess is Lebedev gave Johnson a call and said, "remember that wild party in Italy? The press took some photos of you in a right state. I've still got the private photos. How about a peerage, comrade?"

We have democracy, it may not be delivering what you want, but last time I checked we have an elected Government and voted to leave the EU (leaving the EU wasn't my choice, but that is what people voted for)
