It’s all about risk factor, and at this moment in time, I think the risk is pretty low, as long as people follow rules and are sensible, things need to get turning again, including people at sporting events, even its a low number of fans, waiting for a vaccine or until it just disappears! One person test positive, that person and whoever he was with isolate, the chances of that person passing it to anyone outside is group within the stadium will be very low risk, you could notify people in the block that person was sat in to get tested, you could easily manage per block
