Pretty much what I've been saying, then. No retrospective action to be taken, which is consistent with their enforcement policies.
Can we now move on and start concerning ourselves with stuff that matters? 100,000 deaths in the US? Possible international travel from July/Aug? More jobs going at Easyjet? The start of track and trace?

I suspect as they've determined it's 'may be a minor breach', it's not worthy of a fine. The vast majority of people across the country throughout lockdown haven't been fined or charged, just instructed to go home.
