They are quite clever in how they deal with the cap. Burrell won't count at all, Charnley will have a dispensation and they have two marquee players.
The issue they have is they have about 18/19 top players and absolutely nothing below that which is why they fall apart once they get an injury or two.

They get Burrell for "0" amount 1st year (think that may have finished now?)then half counts until they have to pay full.
"New Talent Pool Dispensation – Any Player who has not previously played Rugby League is given a value of £0 in the first year of his contract and at 50% of his true value in the second year"
Either way if they paid him nothing year one it's still too much.

Outside their top 19/20 they're really struggling.
