I'm not sure that is entirely fair.
We spend up to or near the cap, have our training facilities, a reserve side, an academy (granted this is shared) and whatever money we pay to the SMC which all cost money. Plus very little, if any, external income since we don't own our ground.
You could certainly argue we aren't getting best value out of what we spend but it seems a bit of a stretch to say its being run on a shoestring.

It could cost him an awful lot more not to make the changes.
Not only could attendance drop, but if he did invest and build a genuine winning team gates would/could go up.

My opinion, (and it is just an opinion) we are paying too much for what we are getting, IF we are the cap level.
