Which they did via the leaflet. Part 2 clearly states that they were required to inform the UK of the government position, NOT to set out both arguments for and against.

Which leads me to two conclusions
1) After the £9+ million spent on this very informative leaflet the country STILL voted to leave

Mays deal will be defeated possibly Tuesday night
The Commons will then vote to take no deal off the table possibly Wednesday
They will then vote to ask the EU to extend article 50 by a couple of months possibly Thursday
