Sorry, that's what I meant. There needs to be a game-wide agreement on what is to be policed more stringently so that refs aren't making inconsistent interpretations. "The right balance" is easily upset and this part of the game is so pivotal to how it's played. We don't want to end up with endless dummy half scooting or with wrestlemania. I actually think that refs have allowed too much to go over the past 10-20 years and this approach has got us where we are.
