It is the Mayor and Deputy Mayor's role to hold the Chief Constable to account, as PCC (Police and Crime commissioner).
I am not sure of how much you know the of the criminal justice system, but the decision on who is charged with a criminal offence, which is then subsequently heard in a criminal court belongs with the CPS. The police should present the CPS with evidence regardless of whether it supports or undermines the prosecution case.
Andy Burnham here was shouting out for an independent review of the GMP's anti corruption unit (known for being bent within GMP)
BTW the 'threat' was fabricated by GMP to help Steve Heywood sell a house he couldn't sell, he didn't move for work he moved 5 miles away.
There is an awful lot more he has been presented with and has done nothing about.
He is a barking dog that wants the limelight buy fails to act when it is difficult to do so.

Don't agree with his politics but he has a genuine affection for the game so that is a good start.
