The Championship is also a lot more vibrant with promotion on offer and Rovers & Bradford being big name teams down there attracting bigger crowds.
Also the sports has had its fingers burnt parachuting teams straight in to SL before, Toronto & Toulouse and growing, doing well and making an impact by starting from league1, again why change something that is working?
I quite like that they try new things and over the years there have been some great successes like summer rugby, Magic weekend etc. As you say though the frequency of format change, franchising vs promotion U turns and so on reduces credibility and must make planning for clubs really challenging. I think that promotion should stay but there are a couple of grounds that are just not fit for purpose IMO which under franchising might have ended up being sorted sooner - that was a benefit of the licence system IMO.
