No, it's not illegal to find something out. I admit to being puzzled why you'd think it might be, but there you go. Similarly, there is nothing legally obliging the vendor to disclose anything more than the bare minimum of information. So if they don't want to tell you something they don't have to. It's really easy to hide stuff in accounts that even other very good accountants won't find unless they get inside information or have the benefit of the law forcing disclosure. And not even then at all times - see cases of fraud for reference.
IF Pearson suspected that the previous administration was not paying monies due into the EBT he could have asked his accountants to go look for that specifically. They MIGHT have found something, or at least been able to infer something from evasive answers to direct questions. But why would he suspect that? At the time of the purchase he had no reason to believe anything hokey was going on and no buyer goes into a purchase on the ASSUMPTION that the vendor has been doing anything dodgy.
