As I understand it. The development was relient on. 30 million private investment Local government support (financial ) Cas tigers to contribute 2 million plus a lot of other bits,roads,transport etc.
There is a 20 million shortfall in private investment
Cas tigers don't have the 2 million.
Local government were hoping for Westminster to help them cover there cost as there is no money in the pot.

I think you should look at the York Court scenario to realise how these things can pan out. I would also suggest you do more reading on the inadequacies of 106 agreements in general. Just a friendly warning against complacency.
