If I read it correctly it's not that, it's that CPS seem to have decided that he isn't compos mentis enough to be interviewed. Not that they interview people, but hey. I fully accept that despite this, he may well be up to the standard for the HOL, where the requirement is seemingly to have a pulse. I'm not sure if it's mandatory.

Remember Ernest Saunders?
Released early from his prison sentence because he was suffering from Altzheimers. A few months later he made a full recovery (must be the only one).
I always thought it was up to the judiciary to decide whether anyone was fit to stand trial, not the DPP. Mind you, Alison Saunders does appear to have previous in such matters, take a look at her "forgetting" to hand over important documents to the defence in the Barry George trial for Jill Dando's murder
I'm not usually one for conspiracy theories but there have been numerous rumours that Dando was also investigating child abuse by VIPs and that investigation led to her being silenced with extreme prejudice

Mmm, having seen someone go downhill with this 18 ish months isn't that much of a rapid-onset, depends how bad he was when in HoL, I actually thought it was a requirement. Mind the Guinness case was the first thing that came to my mind too.

Frank Beck, who was convicted in the case where he named Jenner was not a lucky guy. A couple of years after sentence he conveniently dropped dead after game of badminton. The fact that his appeal against conviction was coming up is, I am sure, totally unrelated.

According to the Sunday Times, just two weeks ago Janner signed a request to extend his membership of the HoL despite his leave of absence

The Times has also discovered that the barrister advising Alsion Saunders worked, until recently at the same chambers as Janner's son
