Is Hodgson the new Griffin, or is it all about pace?

Same as last time the offer was made I guess. Either he's trying to hand it over with debts, or it holds no value for him.
While his behaviour is erratic, if the community wants control of the facility then expecting a commercial entity to foot the bills is unrealistic. If it is a straightforward offer (ie debt-free handover), then there's a straightforward answer to this problem. Not risk free - but nothing ever is, as we're seeing with the current strategy of 'de-risking' by outsourcing to the private sector.
The big underlying issue is whether or not the SMC can realistically (roughly) break even moving forward. The publically available accounts offer very limited insight, so who knows? The council, you'd hope.

He knew what he was getting himself in to when he bought the SMC, it has always had a community role since the stadium opened.
My hope with Allam is that his list of enemies is now growing by the day, he is now at odds with Hull City Council, The FA, the Trade Unions, HullFC, the Airco arena sports clubs that's a lot of people both in and outside of the city and its a lot of battles to take part in at the same time.

Ah yes, good old public-private partnerships. Coming to a school or hospital near you soon.

Tbf that cuts two ways. You know that if you hand over responsibility to a commercial partner and a degree of control, they're likely to use that control to further their commercial interests from time to time. Asking somebody else to assume responsibility while you retain complete control is a bit 'cake and eat it'. If he's offering to hand back control (debt free, for a quid) because the community doesn't like his decisions, that doesn't seem unreasonable. If nothing else it brings things to a head, and gives the community an opportunity to take control of both the situation and the facility.

If the offer is to hand back the SMC debt free (as he found it) then I'd agree, but I think we all know this 'deal' will come with more baggage than Heathrow Airport!

Very possibly. But it is a simple enough question for somebody to ask, so hopefully somebody will.

Come off it, Mildy. Allam would not offer the SMC back if he thought for one second the Council would say yes. There will be huge debts attached, engineered by clever bookkeeping of the 'pass from the left pocket to the right' variety, in my opinion. All necessary to make the SMC appear unviable in it's present form, with 'tenants they have to subsidise', huge overheads to maintain and improve the stadium and the payment of unwanted mortgages secured against the stadium by the previous owners. This despite the fact that until the Allams' tenure the SMC was profitable and the community got to see the stadium on occasion as events were hosted there.
It's all gobbledegook designed to justify the Allams' appalling behaviour while they attempt to achieve their ultimate aim - which hasn't changed since the "sports village" (Pah) was mooted and they were thwarted. More ways to skin a cat and all that.
The last thing they want is to lose control of the stadium and the arena - they need that power and leverage. All of this is merely the offering of a pawn knowing it won't be taken because the opposition's queen would be squashed. And who will be the villains tomorrow when the council decline the saintly ones' offer?
Reading the Hull City boards tonight, it appears Hull City paid Allamhouse £7M last year. Seven times a Labour party donation and vastly more than it would cost to stick a roof over the outdoor artificial pitch already at the KC. Who does this tongue-in-cheek martyr think he's kidding? Not as many as he used to, that's for certain. But has the serpent been allowed to stretch and grow unchecked for so long it's now unstoppable? It really doesn't matter if true colours are finally seen in that case, never mind the emperor's clothes finally being revealed as non-existent to all.
