From what I hear Sharlston Rovers are merging with Walton Warriors (currently just juniors) and switching to summer with a view to entering the National Conference League in 2016. At least one other premier division club is rumoured to be looking at summer but I expect there'll be many more clubs. Halifax Irish, Brighouse Rangers and Illingworth have all switched already. Dewsbury Moor have left Championship 1 to join the NCL as well now.

What you forget to mention Bowes is the fact that a lot of these clubs are playing all year round now and the RFL have really neglected the game outside of the heartlands for the last 2 to 3 years.

Both problems as well. Players playing year round rugby league should be scrapped really as though it keeps an artificial number of clubs going it also sees lots of games called off during the overlap and contributes to player burn out. My preference is for the whole game to have the same season but if that's not possible at the very least it should be either/or which season players play. The Pennine league from March will be interesting
The game outside the heartland yes, though the money to fund development officers is scrapped now and was wasted before on recruiting RU players to play a few games in their off season. Conference League South is a positive development but should be properly invested in and possibly split west/east to reduce travel and get some teams from the east and London involved
