Is there anything that can be done regarding being verbally harassed by someone even though you obviously cannot prove to the authorities that it is being carried out ? I hope that makes sense !

If it's repeated, it would definitely be something the Police could investigate. A one of verbal attack would be very difficult for them to even devote time to investigating.
