It's no laughing matter. It's just another drag on this country - like most of Southern and Eastern Europe, the beaurocracy and the resultant immigration. That part of the reason for falling living standards here.
They said similar things about us when Ted Heath took us into the Common Market, over the next ten years this country absorbed a huge amount of EU subsidy and grant money for infrastructure projects (of which the company I worked for was a huge beneficiary, indeed I owe my initial employment to EU money).
Its how the EU works, you invest money into poorer regions and reap the benefits years down the line as they grow more wealthy, its just the planks who can't see that.

I'd have thought you'd be in favour. Croatia is 90% Christian, so 9 out of 10 of any who do decide to come here will boost the Christian head-count. Mind you, their entire population is less than that of e.g. Yorkshire, so don't expect a massive swing.

No you throw money at hopeless, peasant economies, create a bubble that bursts and then you have to pay all over again. Think Spain, Greece, Eire for starters.
If you extend that to Britain - look how wealthy those regions have got - so wealthy they no longer need public spending to keep them afloat.
