To identify the culprits, arrest them, take them to court, ban them from football grounds for life.
But seeing as players know there will always be total idiots in the crowd who will be pushed over the edge into throwing coins, they shouldn't be inciting them. For the first two goals Rooney clearly went towards the Citeh fans.
Dealing with the coin throwing idiots is part of the job for stewards and cops. But they shouldn't have to deal with protecting stupid players who want to rub it in the faces of fans after they score. If Rooney wants to slide on his knees towards Citeh fans then the stewards should step aside if a few Citeh fans want to show him how stupid he's being.
There is a particular problem at the Etihad in that City's more brain dead fans are located either side of the away fans. Its pretty much impossible for an away team to celebrate a goal in front of their fans, or take a corner at that end without coming in range of the idiots.
There has been talk of the away fans being relocated, but that has fallen foul of objections from fans that would have to give up their existing seats. The club seem to have shelved dealing with the issue hoping that ground expansion will resolve the problem. But that's probably 2 or 3 years off at least.
Yesterday's events might at least force the club to tackle the problem.
