Well, as you asked me (and Barney obliged) to find when you last used being instead of been, I think the clue is in your original question.

Although - You could have meant to write "London was being mentioned", Then being would be the correct choice.

It's simple.

    'been' is the perfect case of the verb 'to be' as in 'He has been rumoured to be back for the London game'. This sentence is in the past tense - it has happened.

    'being' is the continuous case of the verb 'to be' as in 'He is being rumoured to be back for the London game'. This sentence is in the present tense and is happening now.

As a general rule an 'ing' finish means that the verb is continuous.

'has being' does not make sense.
