1) I think he means a business case for the stand on its own. This doesn't mean providing a list of costs and drumming fingers on the table as the rather non-obvious training centre location is scrutinised by ERDF. Nor a rather arrogant indignation at a delay in central government loaning you the money, when the council (and therefore Hull taxpayer) are guaranteeing repayments in the event of default. Rovers have tried and failed to get any funding for this other than through utilising links to the council and contriving this strange marriage apparently built on Rovers lurve.
2) He has a point. Rovers have lost £2m odd since promotion. Could have spent £2m less on players and be sitting in the new stand right now for that.

If they had had spent 2 million less, they would now more than likely be playing in the Northern ford.
