Im guessing that the weekends full game wont be available till after wednesday because i believe SKY have exclusive rights upto then but i could be wrong. I contacted Hull about a similar scheme last year and was told they couldn't do it because of image rights, I was also willing to pay £150 for just the home games on delayed coverage.
I think hkr have come up trumps here, the £35 is worth it just for the Derbys.

OFC. It's just a better version of the service they rolled out in previous years to fans living far and wide where they used to send out the DVD's etc.

I'd presume so, unless they can't play with a foreign IP address like BBC Iplayer.

Which was £60 2 years ago and £99 last year so £35 is far far better value. One of those rare events in life that seem too good to be true and yet people still want more and reckon it hasnt been thought out correctly,
