The reason we cant afford to keep British RL players away from Union is because everyone is spending their cap on foreigners and finding exemption loopholes. These off quota rules clearly dont work in their current guise and need a drastic overhaul. Maybe it would be simpler if the 'quota' ruling was changed from quantity of off quota heads, to quantity of off quota £'s. e.g. You must spend a min of 70% of yer cap on British born players. That way, you can choose to have 2,3,4 decent foreigners or 6-7 plodders. Aint saying its the answer, but the current system is riddled with fiddles.

I don't really think it is interesting you only get a maximum of 100k anyway. I'm guessing the likes of wigan,saints,warrington and leeds have the full amount available to them.

I see the article mentions England and France, but not the other nations. I wonder if that might lead to clubs "encouraging" youngsters to avoid making themselves available to Wales, Ireland and Scotland in order to maximise their additional cap potential.
