My guess is the top tier will be opened.
Having been subject to criticism in the past for how poor empty seats look on TV when an under capacity crowd is spread out, it's probably a case of the RFL taking an understandable precaution to try and address this. Understandable given the pre tournament odds on an NZ v AUS final.

This crops up every year and I would say it's pretty unlikely that they will open the second tier, purely because it's such short notice. They would have agreed the 32,000 capacity with the police and council months ago, not to mention having to get hold of extra staff with less than a week's notice.

As stated on the previous thread about this, the majority of empty seats were ones reserved by the RFL for sponsors who didn't bother to turn up.

It was around 10,400 not 12,000+. Anything less then a total sell out was not great. Anyway thats in the past, hoping this sells out very quick. Is the second tier deffinately not being opened?
